well there are two ways to do it. The first way I think is the easier way, is getting the TES Construction Set, and placing some zombie NPC's in the place you want them, or you can do it the cheap way and summon a Zombie, push the console key (`) and click on the Zombie, and type createfullactorcopy as much times as you want the much Zombies. It works for all NPC's.

OK... -sigh- let me just throw this out there "ZOMBIES" are not real, hate to beak it to ya. which means there is not a set in stone way a zombie should act, way a zombie should look, exe. and another thing dude who thinks he matters because you know a lot about zombies, this video was intended for people who like and enjoy the game oblivion not for people who have obviously NEVER played the game and have to touch on something that was not relevant to anything.
